When: Saturday, noon-5 p.m. Participants can begin drawing at 11 a.m.Where: Freedom Park, downtown Pelham.The first Color and Splash Festival is looking to make a bigger, well, splash by expanding the 2023 Chalk Festival with a water slide and inflatable jousting square.
