ALBANY — Capt. Michael Persley with the Albany Police Department has been selected to replace John Proctor as the department’s new chief, City Manager Tom Berry announced on Wednesday

“Naming Capt. Persley to the position now will give him an opportunity to spend time with Chief Proctor before he leaves,” Berry said. “(Persley) is a hometown boy who knows the community. We think he will do the job well.”

Proctor announced his retirement two weeks ago and will leave the department on May 29.

According to an APD release, Persley is commander of the department’s gang unit as well assistant commander of the Albany-Dougherty Metro SWAT Team, where he has served as an entry team member, team leader and negotiations commander. The new chief’s other assignments have included narcotics and gang investigations.

Persley holds a master’s degree in administration of justice and security from the University of Phoenix, a bachelor’s degree in Criminal Justice from Troy University and an associate’s degree in criminal justice from Darton State College.

In addition, Persley is a graduate of the IACP Leadership in Police organization and is a member of the National Tactical Officer Association, Georgia Tactical Officer Association, Georgia Gang Investigator Association, Georgia Association of Chiefs of Police and International Association of Chiefs of Police.

The APD release states that Persley holds the rank of captain in the Georgia Army National Guard. He served in the Guard for 21 years, including deployments to Bosnia-Hercegovina, Iraq and Afghanistan.

Persley established himself as a finalist for the chief’s position after meeting with a review panel, Berry said.
