Albany City manager resigns after receiving Virginia job offer

ALBANY — Albany City Manager Steven Carter, who confirmed on Tuesday that he had been offered a position in Portsmouth, Va., tendered his resignation on Thursday.
On Tuesday, the city manager who has held the position since March 2021, said he and the city were engaged in contract negotiations.
“With a mixture of emotions, I am formally submitting my resignation,” he said in a Thursday news release. “I sincerely regret bidding farewell to the team that has generously supported my professional growth and development. However, I am also invigorated by the prospect of embracing new challenges and opportunities.
“I wish to express my profound gratitude for the privilege of serving in this capacity. It has been an honor, and I am sincerely appreciative of the opportunities extended to me.”
A native of Waycross, Carter has worked in a number of roles with the city. He was employed by the city in 2016 as chief information officer; his duties included cyber security, network and operations, telecommunications and fiber infrastructure, and internet service delivery.
“I think we’ve done a lot in Albany,” Carter told The Herald during the Tuesday interview. “I have enjoyed the opportunity to serve, and I love Albany. Albany’s a great place.”
The outgoing city manager also expressed confidence that Albany will be able to attract a qualified individual to replace him.
