DCSS gets ‘clean’ audit for FY 2010

ALBANY, Ga. — The Dougherty County School System received a clean audit for Fiscal Year 2010 from the state in a report released Thursday.

The report had only one finding against the system.

The report stated: “The accounting procedures of the school district were insufficient to provide for adequate internal controls over the school activity accounts.”

DCSS Executive Director, Business Services Robert Lloyd was generally pleased with the audit report.

“Our goal is to have a 100 percent clean report, but we cannot control what is going on in the individual schools,” Lloyd said. “We are trying to impose internal controls over the schools, but they sometimes get in a hurry and cut checks without following policy. We are working on internal checks and controls.

“But practically every school system in the state will have that finding.”

In FY 2010, the system reported revenues of $152,294,000 versus expenditures of $147,521,000, leaving a balance of $11,622,000.

The audit also reported:

— The school district’s financial condition continued to improve in FY 2010;

— Total Net Assets increased more than $10.4 million in FY 2010;

— The Unrestricted Net Assets at June 30, 2010 was a positive $10.5 million;

— Fund balance of the Governmental Funds — General Fund increased $4.6 million in FY2010.

Lloyd said the system has worked hard to keep its financial house in order.

“When I first got here 11 years ago, the audit had 15 findings against the system,” Lloyd said. “Our goal is to have a totally clean audit, and that’s what we’re working on.”
