ALBANY — Workers continue to move the Flats at 249 development on Pine Avenue in downtown Albany closer to completion. Construction is ongoing on the mixed-use apartment complex, as developer Pace Burt works to bring urban living to the city. Retail outlets that will locate in the Flats will move into the ground floor of the development soon, and tenants are expected to start moving in at the end of the year or early in 2018.
