Feral cats need to be eradicated? I say irresponsible pet owners need to be eradicated. How about a pet license that makes spay/neutering mandatory? Abuse/cruelty to animals is a precursor to deviant behavior, like those exhibited by serial killers and worse, which is what your squawk reeked of.
