The city of Albany ranks 51st in the United States with the highest rate of sexually transmitted diseases and increasing HIV rates. Shouldn’t county and city commissioners be more concerned with this than rather than whether or not schools can pass out flyers at local stores or if there are are enough speed bumps at Lake Loretta?
