Dougherty Commission makes appointments to community boards

Multiple Dougherty County community boards receive reappointments, new members

ALBANY — The ongoing process of the Dougherty County Commission making appointments to the county’s numerous community boards came to a conclusion with appointments formally being voted on Monday.

The commission voted on these incumbents seeking reappointment as well as new applicants, including:

— Joint Board of Adjustments and Appeals: Three-year terms ending Oct. 1, 2021. Joint incumbent Stephen Dew, reappointed. Charles Ochie did not desire reappointment. No new applicants. All joint appointments must also be ratified by the city of Albany. Officials will re-advertise vacancy.

— Air Conditioning, Heating and Ventilation Board: Four appointments for one-year terms ending Dec. 31. Incumbents Thomas Driggers (joint), Clint Newsome (joint), Clifford Tolbert (rotational) and Glenn Walker (county) sought reappointment. All were reappointment.

— Albany-Dougherty Land Bank: One appointment for a two-year term ending July 31, 2020. Incumbent Robert J. Middleton Jr. was reappointment.

— Aspire Behavioral Health and Developmental Disability Services Board: One appointment for a three-year term ending June 30, 2021. Incumbent Eugene Sherman was reappointed.

— Dougherty County Development Authority: One appointment to fill an unexpired four-year term ending Dec. 31. Incumbent Robert “Bobby” McKinney relocated, and Frank L. Williamson was appointed to serve on the board.

— Albany-Dougherty Economic Development Commission: One appointment for a two-year term ending Dec. 31, 2020. Incumbent Anthony Parker was reappointed.

— Electrical Board: Five appointments, including one county appointment for a master electrician, two joint appointments for an electrical supplier, one joint appointment for a professional engineer and one appointment for a joint citizen member, all with a one-year term ending Dec. 31. Incumbents Sanford Hillsman, joint citizen member, and Edward West, joint professional engineer, were reappointed. The three remaining vacancies will be re-advertised.

— Flood Plain Management Review Board: Three appointments for a three-year term ending Dec. 31, 2021. Incumbents Tod Lanier and Marvelyn Boyette were reappointed. The remaining vacancy for an engineer or land surveyor is bring re-advertised.

— Gas Board: Three appointments for one-year terms ending Dec. 31. Incumbents Hillsman, Rhett Parker and William Walker were reappointed.

— Golden Triangle RC&D Council: Two appointments for two-year terms ending Dec. 31, 2020. Incumbents Doug Wilson and J. Douglas Porter were reappointed.

— Historic Preservation Commission: Four appointments for two-year terms ending Dec. 31, 2020. Incumbents Anne Wilson, Lacy Lee, John P. Ventulett Jr. and Francis M. Wakeford III were reappointed.

— Hospital Authority for Albany-Dougherty County: Four appointments, including two appointments for five-year years term ending Dec. 31, 2023. Incumbents Joel Callins and Ferrell Moultrie were reappointed. One appointment was needed to fill an unexpired five-year term ending Dec. 31, 2020 after Charlene Glover’s relocation, along with one appointment from the county commission after the departure of former District 2 Commissioner John Hayes. There were six new applicants: Edwin Willis, Dr. Henry H. Barnard, Will Geer, Glenn A. Singfield Sr., Clayton and Lawrence Knighton. District 3 Commissioner Clinton Johnson will serve as the commission representative, and Singfield was appointed to serve the unexpired term.

— Keep Albany-Dougherty Beautiful: Two appointments for three-year terms ending Dec. 31, 2021. Incumbents Virginia Johnson and Robert Metts were reappointment. Jay B. Smith was approved for an appointment for an unexpired three-year term ending Dec. 31 to replace incumbent Nealy Stapleton.

— Library Board: Two appointments for three-year terms ending Dec. 31, 2021. Incumbent James Hill and District 6 Commissioner Anthony Jones were reappointment.

— Mental Health Developmental Disabilities and Addictive Disease Advisory Council, Region 4: Two appointments for three-year terms ending Dec. 31, 2021. Incumbent Sabrina Owens-Hayes has served the maximum two-term limit, and incumbent Leon Anthony Jr. resigned for personal reasons. Richardson and Gail Davenport were appointed to fill the two vacancies.

— Payroll Development Authority: One appointment for a three-year term ending Dec. 31, 2021. Incumbent James Griffin was reappointed.

— Planning Commission: Two appointments for three-year terms ending Dec. 31, 2021. Incumbents Hillsman and William Geer were reappointed. There were no new applicants.

— Plumbing Board: Three appointments for one-year terms ending Dec. 31. Two county appointments must be filled by master plumbers, and one appointment represents a citizen member. Incumbents Lee Eppley and Rhett Parker, both master plumbers, were reappointed, as was citizen member Glenn Harris.

— Retirement Fund Committee: Three appointment for four-year terms ending Dec. 31, 2022. Incumbents Wes Sadler, citizen representative, and Gail Morrell, retiree representative, were reappointed. Incumbent Sherrell Byrd did not desire reappointment. Commission Chairman Chris Cohilas makes all appointments to this committee, and he reappointed all of the incumbents.

— Southwest Georgia Community Action Council: One appointment for a one-year term ending Dec. 31. Incumbent Harris was reappointed.

— Southwest Georgia Housing Task Force: One appointment for a one-year term ending Dec. 31. Incumbent Larry Thomas was reappointed.

— Southwest Georgia Regional Commission: Three appointments — one from the county, one joint member and one county commissioner designated by Cohilas — all with a one-year term ending Dec. 31. Incumbents Raymond Breaux for the county, Jones for the commission and Matthew Reed were reappointed.
