ALBANY — Zach Hafer of Hillsboro, Texas, who works with BHI, a company that tears down hydro-electric plants that are being repaired, has been in Albany for a month working on the plant at the Georgia Power Dam. He said one of his friends had awakened in a Houston hotel room Sunday morning to find 3 feet of water in his room, dumped on the area by Hurricane Harvey.
