A political newcomer has qualified to be on the ballot for the Ward VI race, elections officials say.
Kowana McKinney, a community organizer and volunteer for the Dougherty County School System paid the $450 qualifying fee and filled out the necessary paperwork just after 2 p.m. Thursday.
