Retired civil servant receives Department of Navy Superior Civilian Award
Retired civil servant David Rowland’s federal service spanned over 38 years

MCLB-ALBANY — After more than 38 years of service, retired civil servant David J. Rowland received the Department of Navy Superior Civilian Service Award on Tuesday. The award is the highest that can be awarded at the Commandant of the Marine Corps level and was in recognition of Rowland’s service.
Rowland received the award after serving at Marine Corps Logistics Command and MCLB-Albany for 23 years, serving with distinction for more than 30 years with the Navy Office of General Counsel and receiving two Meritorious Civilian Service awards in 2003 and 2005.
Officials with MCLB-Albany said that among other successes Rowland led in support of LOGCOM, he was recognized for his legal support in awarding more than $5 billion in contracts to support Marine Corps warfighters, the successful defense of a multi-million dollar groundwater contamination federal court lawsuit and the successful resolution of the Navy’s largest employment discrimination class action case.
Rowland obtained his bachelor’s degree and juris doctorate degree from the University of Georgia. He served in several positions throughout his career, including as assistant district counsel for the Army Corps of Engineers, several counsel positions with the Navy Offices of General Counsel at the Kings Bay Submarine Base’s Mayport Naval Station and positions at the Naval Air Station in Jacksonville, Fla.
Rowland retired from federal service in January after having served as the LOGCOM counsel for 17 years. He is a member of the State Bar of Georgia, Dougherty Circuit Bar Association, Easter Seals Southern Georgia Board and an active member of Porterfield Memorial United Methodist Church.
