Half of carriers can double-up deliveries
Lay off one-half of the postal carriers. The half you keep can deliver one-half the town on Mondays, Wednesdays and Fridays. The other half they will deliver on Tuesdays, Thursdays and Saturdays.
One-half the employees, all the deliveries made. Do not stop the Postal Service.
